Associate Research Director, Intelligence & Defense Solutions Directorate

Jim Luke, USAF (ret), is an Associate Research Director within the Intelligence & Defense Solutions Directorate at Riverside Research. In this role, Jim is responsible for leading the company’s systems engineering, acquisition, intelligence production, and training support efforts to the National Air and Space Intelligence Center.

Prior to joining Riverside Research in August 2010, Jim served for 24 years as a weapon system acquisition officer in the US Air Force. As Deputy Program Manager of the Global Positioning System (GPS) Block II-R satellite program, Jim directed development and test for the DOD’s largest satellite production program. He also served in the Office of the Assistant Secretary of the Air Force for Acquisition as the Program Element Monitor for the GPS program and played a key role in the development of the White House policy on GPS and GPS modernization. While assigned to the National Reconnaissance Office (NRO), Jim spearheaded the development of interactive web-based imagery distribution and precision targeting systems. He was later named the Chief Systems Engineer for the NRO’s New Imaging Systems program office, successfully completing the end-to-end architecture definition and concept of operations for a transformational imagery intelligence capability. He completed his USAF career as the Deputy Director of the Engineering and Technical Management Directorate, Headquarters Air Force Materiel Command.

Jim earned a Bachelor of Science in Aerospace Engineering from the University of Notre Dame and a Master of Science in Aeronautical Engineering from the Air Force Institute of Technology. He is also a distinguished graduate of the Air Command and Staff College and the Industrial College of the Armed Forces.
